On September 25th 1995 President Bill Clinton granted military base "Area 51" exemption to enviromental laws. In this exemption the base was still indirectly reffered to as the "United States Air Force's operating location near Groom Lake, Nevada".

The determination says that its in the best intrest of the US Airforce's operating location near Groom Lake, the subject of litigation in
Kasza v. Browner (D. Nev. CV-S-94-795-PMP)
Frost v. Perry (D. Nev. CV-S-94-714-PMP)
that any requirement of information on classified persons or information be exempt. The determination also states that the base is not subject to Federal, State, interstate or local provisions related to the disposals of solid waste or hazerdous waste materials.

The governmnet used the basis that even soil, air, or water samples could reveal what technologies are being used at the facility, and could pose a national security risk.

With "Presidential Determination 95-45" the land will remain closed to enviromental censorship. Any evidence of what these people have been exposed to is sealed inside, and the government continues to reject claims for workers compensation by those employeed.
